Right to Education (RTE) is by far the most historic development in universalisation of elementary education in the country. Enacted in 2010, it implies that every child in the age group of 6 to 14 years has Right to elementary education.  They are entitled for free and compulsory education.

The Sarva Shiksha Abhiyan (SSA) is the main vehicle for implementation of the RTE Act. It is one of the largest programmes of its kind in the world. It is primarily funded from central budget and it covers the whole country. More than 19 crore children are covered under this scheme in 11 lakh habitations. 98% of habitations in this country have elementary schools within 1 km and 92% have upper primary schools within 3 km of their locations.

            The programme has been implemented in order to narrow down gender and social gaps in elementary education. Special efforts have been made to reach out to girls and children belonging to SC/ST and Muslim minority communities.

Over 3500 Kasturba Gandhi Balika Vidyalayas (KGBV) have been set up as residential upper primary schools for girls from SC, ST, OBC, Muslim communities and BPL girls in the educationally backward blocks. Free boarding / lodging, books, stationary and uniforms are being provided to the children in these schools.

Under SSA, special attention has been given to urban deprived children, children affected by periodic migration and children living in remote and scattered habitations. Attempts have also been made to reach out to children suffering from autism. It involves their identification, preparation of individualized Education Plan, teacher training on Autism and therapeutic support.

            As part of the scheme, steps have been taken to improve the standard of elementary education in the country. It includes improvement in infrastructural facilities and sanctioning of new teacher posts in government schools. Free textbooks are being provided to all children in government and government aided schools.

            Last year, the centre released more than 23800 crore rupees and during the current financial year (2013-14), in the first eight months, over 16000 crore rupees have been released.

            This increased funding has led to massive creation and improvement of infrastructure at school level. About 95% schools have drinking water facilities and 90% schools have toilets. Similarly about 75% upper primary schools have furniture. More than 3 lakh new school buildings with toilets, drinking water facilities and electricity have been created under the Sarva Shiksha Abhiyan, a flagship programme of UPA government to implement RTE.

            Since the enactment of the Right of Children to Free and Compulsory Education (RTE) Act, 2009, the enrolment of children at the elementary level has increased from about 19 crore in 2008-09 to about 20 crore in 2012-13 as per District Information System for Education (DISE) data. A total of over forty three thousand five hundred schools, seven lakh additional classrooms, five lakh forty six thousand toilets and thirty four thousand six hundred drinking water facilities have been sanctioned to States/UTs under Sarva Shiksha Abhiyan (SSA) programme to meet the objectives of the RTE Act.

            The enrolment among the SCs has increased from 3 crore to 4 crore during 2008-09 and 2012-13. Similar positive trends have been noticed among STs and minorities also. Thirteen states have also admitted children belonging to disadvantaged groups/weaker sections in private unaided schools as per the RTE Act.

Along with the Mid Day Meal Scheme, the Right to Education Act has made substantial impact on universalisation of elementary education, reduction in dropout rates and fighting classroom hunger.

            The improvement is reflected in the Net Enrolment ratio in Primary Education. It was 99.89% in 2011-12. There has been a substantial drop in dropout rate among the kids at the elementary level.  The number of out of school children has come down sharply from more than 1.34 crore in 2005 to 29 lakh in 2012-13.

             Several new measures have been taken for improving quality under RTE, in letter as well as in spirit. About 20 lakh additional teacher posts have been sanctioned under SSA upto 2012-13. Out of this twelve lakh forty thousand posts are reported to have been filled. After RTE, it is compulsory that only those people who are able to clear the Teacher Eligibility Test may be appointed as teachers.

            To improve quality of learning, children are provided free text books upto class 8. Continuous and comprehensive evaluation system is being promoted. Curriculum reforms are made to make learning more children friendly and inclusive.  Training for in service teachers and head masters are being incentivized.

The focus of all HRD Ministry schemes under the 11th Five Year Plan was access and growth whereas quality is the key under the current Five Year Plan.

Visible improvement in School Infrastructure since implementation of RTE Act, 2009

The Right of Children to Free and Compulsory Education (RTE) Act, came into force from 1st April 2010. The Act laid down a three year time frame to attain various norms and standards as specified in the Schedule to the RTE Act. The Department of School Education & Literacy, Ministry of Human Resource Development has been documenting the progress made by States and UTs every year since the RTE Act came into force on the basis of DISE data. Recently the Ministry has published RTE: The 3rd Year on the basis of DISE Data 2012-13 with respect to children’s enrolment, teacher availability and infrastructure indicators for each State as well as at the national level. RTE: The 3rd Year has also captured additional indicators on the child centered provisions as well as quality. The publication focuses on the progress made by States and UTs since the enactment of the Act in the last three years. State wise stock taking of various indicators is helpful in analyzing the trends and also for further planning.

All States and UTs have notified the State RTE Rules. Major notifications with regard to setting up systems to implement the RTE Act have also been put in place. All States/UTs have notified their State Academic Authorities and issued notifications with regard to the elementary education cycle of 8 years. Also notifications with regard to no corporal punishment, banning of private tuitions, banning of screening procedure and capitation fees and no board examinations up to the elementary level have been put in place by all the States/ UTs. By 2012-13, 88% of the schools had a School Management Committee as per provisions of the RTE Act. 75% of the members of SMCs are parents of children studying in school and at least 50% of these are women.

Total enrolment in the elementary education have been steadily rising and stands at 13.47 crores at primary and 6.49 crores at upper primary level with girls forming 48% and 49% of the enrolment respectively. There is also a very encouraging trend of the enrolment of SC/ST and Muslim children which is representative of their share in the population.

The pupil teacher ratio at the national level has shown a dramatic improvement. It has come down from 32 in 2009-10 at the elementary level to 27 in 2012-13. 26 States/UTs had also conducted one/more rounds of Teacher Eligibility Test (TET) by September 2012.

School infrastructure has been steadily improving since coming into force of the RTE Act. Number of elementary schools in the country (Government and unaided) stands at 11,53,472. The student-class room ratio is down to 29 students per class room. 95% of the schools have been provided with drinking water facility and coverage of separate girls’ toilets has increased from 59% in 2009-10 to 69% in 2012-13. States/UTs like Chandigarh, Delhi, Daman & Diu, Gujarat, Haryana, Karnataka, Lakshadweep, Punjab, Puducherry etc. have covered all schools with drinking water facility.

The RTE Act also lays down the working hours and instructional hours in schools. Each state has issued its own notification in this regard. 30 States have developed a Continuous Comprehensive Education module and in 26 States, it has been implemented universally in all schools.

Education Level of Handicapped Children

As per Census 2001, 49 percent of persons with disabilities are literate, out of which graduate and above constitute 3%.

The Rights of Children to Free & Compulsory Education (RTE) Act, 2009 provides for free and compulsory education to children including children with disabilities, as mentioned in PwD Act, 1995, and the National Trust for the Welfare of Persons with Autism Cerebral Palsy, Mental Retardation and Multiple Retardation and Multiple Disabilities Act, 1999, in the age group of 6-14 years at elementary level in a neighborhood school. The Government has since aligned the Sarva Shiksha Abhiyan (SSA) norms with the provisions of Right of Children to Free and Compulsory Education Act, 2009. SSA ensures that every child with special needs, irrespective of the kind, category and degree of disability, is provided meaningful and quality education. Hence, SSA has adopted a zero rejection policy. This means that no child having special needs should be deprived of the right to education and taught in an environment, which is best, suited to his/her learning needs. The Scheme of Inclusive Education for Disabled at Secondary State (IEDSS) provides assistance for the inclusive education of the disabled children in classes IX-XII. The aim of the Scheme is to enable all students with disabilities, after completing eight years of elementary schooling, to pursue further four years of secondary schooling (classes IX to XII) in an inclusive and enabling environment. The scheme covers all children with disabilities, passing out of elementary school and studying at secondary and higher secondary stage, as defined under the PwD Act, 1995 and National Trust for the Welfare of Persons with Autism, Cerebral Palsy, Mental Retardation and Multiple Disabilities Act, 1999. Further, under the Deendayal Disabled Rehabilitation Scheme (DDRS), financial assistance is provided to Non-Governmental Organizations (NGOs) for (i) pre-school and early intervention and training to prepare disabled infants and children upto 6 years of age, for their schooling and integration at the appropriate stage in regular schools, (ii) imparting education, (iii) life skills to children with disabilities in special schools and also for vocational training.

This information was given by the Minister of State for Social Justice and Empowerment, Shri Krishan Pal Gujar in a written reply to a question in Rajya Sabha here today.

Towards Qualitative and Affordable Education in the Country

The Ministry of Human Resource Development has taken a number of initiatives including various Centrally Sponsored Schemes (CSS) to enhance access of quality education at affordable rates:

Sarva Shiksha Abhiyan (SSA): To meet the objectives of the RTE Act, 47488 schools, 753733 additional classrooms, 583748 toilets, 40161 drinking water facilities & 7.02 lakh teachers have been sanctioned under the scheme since 2009-10. The progress under the RTE, Act, 2009 indicates that 19.88 crore children have been enrolled in elementary school, with a Gross Enrolment Ratio (GER) of 96.5% as per unified District Information System for Education (UDISE) 2013-14. The annual average dropout rate has come down from 6.8% (2009-10) to 4.7% (2013-14) at primary level.

Rashtriya Madhymik Shiksha Abhiyan was launched in March, 2009 with the objective to universalize access to secondary education and to improve its quality. This programme now subsumes the earlier independent Centrally Sponsored Schemes (CSS) in the Secondary Education sector i.e. ICT @ Schools, Inclusive Education for Disabled at Secondary Stage (IEDSS), Vocational Education (VE) and Girls Hostel (GH). Under RMSA, till date 10,337 new Secondary educational schools have opened and 34,891 existing schools have been strengthened. Under the ICT @ Schools, around 88,236 schools have been covered to be equipped for computer teaching and computer enabled learning. Under the IEDSS – 5,65,683 children’s have been covered till date. Under the Girls Hostel – 2,160 hostels in which 39,745 girls are residing have approved till date.

The Right of Children to Free and Compulsory Education (RTE) Act, 2009 has been enacted which envisages significant reforms in the Elementary Education sector. The Act makes it incumbent on Government to provide free and compulsory education to all children of 6-14 years of age; ensure compulsory admission, attendance and completion of elementary education by every child of the age of six to fourteen years.

The University Grants Commission (UGC) has taken various measures for educational reforms, such as the introduction of a semester system, the regular updating of Curricula and Choice Based Credit Systems (CBSC), etc. The UGC has also issued the Mandatory Assessment and Accreditation of Higher Educational Institutions, Regulations, 2012 whereby all eligible higher Educational institutions are required to get themselves accredited.

Apart from strengthening the on-going schemes of the Ministry, the following new initiatives have been included in the Budget 2014-15 -

 Setting up of 5 IITs and 5 IIMs

 Pandit Madan Mohan Malviya New Teachers Training Program.

 Setting up of Virtual Classrooms and Massive Open Online Courses (MOOCs)

 Creation of National e-library.

 Establishing Lok Nayak Jayaprakash National Centre for excellence in humanities in Madhya Pradesh.

 Provision for toilets and drinking water in all the girls’ schools.

 Schools Assessment Program.

 Simplification of norms for education.

डूंगरपुर| तृतीयश्रेणी शिक्षक भर्ती परीक्षा 2013 में कटऑफ से नजदीक वाले अभ्यर्थियों की बैठक मंगलवार को सुबह 11 बजे एसबीपी कॉलेज डूंगरपुर में होगी। अभ्यर्थी गोपालकृष्ण और भुपेंद्र बोडात ने बताया कि भर्ती परीक्षा में पहले से सरकारी नौकरी में कार्यरत अभ्यर्थी जिन्होंने अनापत्ति प्रमाण पत्र प्रस्तुत नहीं किया है। ऐसे में इन अभ्यर्थियों के कारण कट ऑफ के आसपास रहने वाले योग्य अभ्यर्थी को मौका नहीं मिला। इसको लेकर अभ्यर्थियों की बैठक मंगलवार को होगी।

QUESTIONS ARISES >>>>


“(A) Whether in absence of any eligibility or qualification in the rules the State Government can be permitted to conduct TET without amending the service rules made under Article 309,Constitution of India on the basis of notification dated 23.08.2010 which the Division Bench held vide order dated 13.4.2011 that it is not statutory in character?
(B) Whether in view of the fact that stay order was in existence on 06.05.2011 upon conducting the TET in S.B.Civil Writ Petition No.3749/2011 an order for modifying the order dated 15.4.2011 passed in S.B.Civil Writ Petition No.3068/2011 could be made allowing the State Government to go ahead with conducting the TET examination?
(C) Whether once opinion is expressed by the Division Bench that notification dated 23.8.2010 is not statutory in character, the learned Single Bench can pass order permitting the State Government to conduct TET examination which is not even enumerated in the service rules as eligibility or qualification on the basis of notification dated 23.8.2010 which is admittedly found to be administrative instruction by the Division Bench?
(D) Whether in absence of eligibility prescribed in the rules the State Government will suffer any irreparable injury in not conducting TET till adjudication of the matter and whether while conducting TET and declaring any candidate unsuccessful and thereby denying consideration for appointment on the post of Teacher under the existing rules is legal?
(E) Whether the State Government can withhold recruitment on the ground that first they will conduct TET and thereafter proceed for prescribing qualification in the rules?”

IMPORTANT POINTS CONSIDERED >>>

(1) of the Act of 2009 had laid down the minimum qualifications for being eligible for appointment as Teacher in Class I to VIII in a school referred to in clause (n) of Section 2 of the Act of 2009. Such Notification could not have been issued in view of availability of persons under section 23. It could have been done only in cases where there are no adequate institutions offering course or training in teacher education are available with the State Government

NCTE KO KENDRA SARKAR /RTE ACT DWARA QUALIFICATION TAY KARNE KE LIYE ADHIKRAT KIYAA GAYAA HAI >>>

The guidelines for conducting TET as contained in P/6 provides that the implementation of the Act of 2009 requires the recruitment of a large number of teachers. It is necessary to ensure that persons recruited as teachers possess the essential aptitude and ability to meet the challenges of teaching at the primary and upper primary level Class I to VIII. Section 23 (1) of the Act of 2009 provides for minimum qualifications as laid down by the Academic Authority, authorized by the Central Government by notification. NCTE has been authorized by the Central Government to lay down  minimum qualifications and vide notification dated 23rd August, 2010, NCTE has notified minimum qualifications, which are essential for teaching in any school as referred to in clause (n) of section 2 of the Act of 2009. It is necessary that incumbent 

should pass TET which will be conducted by the appropriate 

Government.

Teacher appointed before the date of this Notification.- The following categories of teachers appointed for classes I to VIII prior to date of this Notification need not acquire the minimum qualifications specified in Para (i) above.
(a) A teacher appointed on or after the 3rd September, 2001 i.e. the date on which the NCTE (Determination of Minimum Qualifications for Recruitment of Teachers in Schools) Regulations, 2001 (as amended from time to time) came into force, in accordance with that Regulation.
Provided that a teacher of class I to V possessing B.Ed. Qualification, or a teacher possessing B.Ed. (Special education) or D.Ed. (Special Education) qualification shall undergo an NCTE recognized 6- month special programme on elementary education.
(b) A teacher of class I to V with B.Ed. Qualification who has completed a 6-month Special Basic Teacher Course (Special BTC) approved by the NCTE.
(c) A teacher appointed before the 3rd September, 2001, in accordance with the prevalent Recruitment Rules.

Teacher appointed after the date of this Notification in certain cases.- Where an appropriate Government or local authority or a school has issued an advertisement to initiate the process of appointment of teachers prior to the date of this Notification, such appointments may be made in accordance with the NCTE (Determination of Minimum Qualifications for Recruitment of Teachers in Schools) Regulations, 2001 (as amended from time to time).

In the Notification dated 31.8.2009, the eligibility criteria laid down was to the effect that candidates with atleast 50% marks either in the Bachelor's Degree and/or in the Master's degree or any other qualification equivalent thereto, were eligible for admission to the programme.

The implementation of the Act of 2009 requires recruitment of large number of teachers and it is desirable to ensure that quality requirement for recruitment of teachers are not diluted at any cost and thus, it is necessary to ensure that persons recruited as teachers possess the essential aptitude

, it has been considered appropriate to ensure that the children, who are future of the Nation, are efficiently taught by the qualified incumbents and for that if TET was prescribed, such prescription cannot be said to be illegal or arbitrary or impermissible at al

open to the NCTE to lay down such qualifications and they cannot be circumvented by the petitioners in the manner they have suggested. They are bound by the qualifications prescribed in the notification dated 23.8.2010. Only in case they had obtained admission in the requisite course prior to 27.9.2007 or 31.8.2009 as the case may be, without violating the norms of NCTE, they can be permitted to appear in the TET not otherwise. In case they have not taken admission in the requisite course prior to 27.9.2007 or 31.8.2009 and they were not having minimum percentage and qualifications as prescribed vide notifications dated 27.9.2007 or 31.8.2009 even though such qualifications were not applicable in Jammu and Kashmir

The learned counsel for the petitioners have relied upon the decision of Allahabad High Court in Kanhiya Lal V/s State of UP and ors. (decided on 5th January, 2010) in which Allahabad High Court has observed that there was valid reason for not treating incumbents obtaining degree from Jammu & Kashmir eligible for admission for Special B.T.C. Course. If the Government decides that such educational qualification, which fulfil the minimum standard set by NCTE would be valid qualification for admission in Special B.T.C. the decision of the Government cannot be treated to be per se illegal as the Bar created in NCTE Act admittedly applies to the State of UP.

The respondent admittedly got appointment after the Circular dated 11.8.1997 and hence this circular applies to him. Admittedly, the respondent does not possess the qualification mentioned in the said circular. He does not either possess BTC, Hindustani Teaching Certificate, JCT or Certificate of Teaching. The DEd Certificate is no longer regarded as equivalent to BTC after the Circular dated 11.8.1997. This was a policy decision of the U.P. Government, and it is well settled that the court cannot interfere with policy decision of the Government unless it is in violation of some statutory or constitutional provision. Hence, we are of the opinion that the respondent was not entitled to be appointed as Assistant Master of a junior basic school in U.P.15. Grant of equivalence and/or revocation of equivalence is an administrative decision which is in the sole discretion of the authority concerned, and the court has nothing to do with such matters.
The matter of equivalence is decided by experts appointed by the Government, and the court does not have expertise in such matters. Hence, it should exercise judicial restraint and not interfere in it.”

Coming to the submission raised by the petitioners that as they are already working as Teachers, they should be exempted from appearing in the TET. With respect to the aforesaid prayer, provision has been made in para 4 of the Notification dated 23rd August, 2010, which provides that categories of teachers mentioned in para 4(a) to (c) appointed for classes I to VIII prior to date of this Notification need not acquire the minimum qualifications specified in para (1) of the said Notification. Para 4(a) provides a teacher appointed on or after the 3rd September, 2001 i.e. the date on which the NCTE (Determination of Minimum Qualifications for Recruitment of Teachers in Schools) Regulations, 2001 (as amended from time to time) came into force, in accordance with that Regulation. Provided that a teacher of class I to V possessing B.Ed. qualification, or a teacher possessing B.Ed. (Special education) or D.Ed. (Special Education) qualification shall undergo an NCTE recognized 6-month special programme on elementary education. Para 4 (b) provides a teacher of class I to V with B.Ed. Qualification who has completed a 6-month Special Basic Teacher Course (Special BTC) approved by the NCTE. Para 4(c) provides a teacher appointed before the 3rd September, 2001, in accordance with the prevalent Recruitment Rules. In case the petitioners fall in the aforesaid categories of teachers, obviously they are not supposed to undergo TET. Since there are various kind of teachers appointed under the Rules in Rajasthan, we direct the NCTE to specify in State of Rajasthan categories of Teachers, which are exempted as per para 4 of the said Notification. Let it be done within a period of one month.

(A) Whether in absence of any eligibility or qualification in the rules the State Government can be permitted to conduct TET without amending the service rules made under Article 309,Constitution of India on the basis of notification dated 23.08.2010 which the Division Bench held vide order dated 13.4.2011 that it is not statutory in character?



“Answer to question (A):-
The State Government has amended the Service Rules and even otherwise, in our opinion, as Notification dated 23rd August, 2010 was having statutory force of Section 23(1) of the Act of 2009, it was open to the NCTE to prescribe holding of TET even without amending the Service Rules. However, as already stated, Rajasthan Punchayati Raj Rules,1996 have been amended vide notification dated 11.5.2011. Thus, question (A) stands answered accordingly.

Answer to question (B):-
The question (B) has assumed academic significance as we have heard the matters and decided the same on merits by this common order.

(C) Whether once opinion is expressed by the Division Bench that notification dated 23.8.2010 is not statutory in character, the learned Single Bench can pass order permitting the State Government to conduct TET examination which is not even enumerated in the service rules as eligibility or qualification on the basis of notification dated 23.8.2010 which is admittedly found to be administrative instruction by the Division Bench?


Answer to question (C)-
As to question (C), we are of the opinion that since Notification dated 23rd August, 2010 was issued under section 23(1) of the Act of 2009, therefore, it has statutory force. Apart from this, the State Government has amended the Service Rules. Even otherwise, it was open to the NCTE to prescribe conducting of TET. The notification dated 23.8.2010 cannot be said to be administrative instructions, it has legislative force. The prescription of eligibility qualifications has statutory force.

(D) Whether in absence of eligibility prescribed in the rules the State Government will suffer any irreparable injury in not conducting TET till adjudication of the matter and whether while conducting TET and declaring any candidate unsuccessful and thereby denying consideration for appointment on the post of Teacher under the existing rules is legal?


Answer to question (D)-
The question (D) has been rendered unnecessary in view of the final decision being rendered by us. Apart from this, the question has assumed academic importance as the Service Rules has been amended prescribing conducting of TET.
Holding of TET is necessary for manning the teachers in the various schools at large. Thus, non-holding of TET would be detrimental to the public interest as primary and upper primary schools cannot be left without qualified teachers which is dependent upon holding of TET. Hence, holding of TET is necessary for the interest of the children.

(E) Whether the State Government can withhold recruitment on the ground that first they will conduct TET and thereafter proceed for prescribing qualification in the rules?”


Answer to question (E)
As already stated above, holding of TET is necessary for the recruitment to be made in the schools. Thus, there is no question of State Government withholding recruitment as after TET, recruitment is open to be made.
For the reasons stated above, the interim stay is vacated. The respondents are free to hold the TET examination. The prayer of the petitioners regarding inclusion of qualification of B.Com. in the group of qualification of graduation in the eligibility criteria has already been allowed. The respondents shall not insist on the qualification of having 45% or 50% marks, as the case may be, in the bachelor's degree or master's degree etc. or any other equivalent qualification, in case incumbents have obtained admission in the requisite courses such as B.A., B.Com., B.Sc., B.Ed., B.El.Ed, Senior Secondary etc. prior to prescription of the minimum qualifying marks by NCTE vide notifications dated 27.9.2007 and 31.8.2009. It is made clear that the incumbents, who have obtained the B.Ed. etc. before the minimum qualifications were prescribed vide notifications dated 27.9.2007 and 31.8.2009, shall be allowed to appear in the TET Examination. The incumbents, who have passed out B.Ed. Course from Jammu & Kashmir, have to be dealt with on similar yard sticks in case the qualification is otherwise recognized. Let NCTE specify categories of teachers under para 4 of Notification dated 23.8.2010. As prayed by NCTE, let amended notification be issued within one month covering aforesaid aspects.
With the aforesaid directions, the writ petitions stand disposed of accordingly. The stay applications also stand disposed.

In these writ petitions, the petitioners have prayed for relief to quash the Gazettee Notification dated 23rd August, 2010 issued by the National Council for Teacher Education (hereinafter referred to as “the NCTE”) in exercise of the powers conferred by  Sub-section (1) of Section 23 of the Right of Children to Free and Compulsory Education Act, 2009 (hereinafter referred to as “the Act of 2009”) laying down minimum qualifications to be eligible for appointment as a Teacher in Class I to VIII in a school referred to in clause (n) of Section 2 of the Act of 2009. Prayer has also been been made by the  petitioners to quash the condition of having minimum 45% or 50% marks in graduation. In some of the matters, prayer has been made to include the qualification of B.Com. also in graduation. Prayer has also been made to declare that the Notification dated 23.8.2010 shall operate prospectively. In some of the petitions, the petitioners have prayed that as they have passed graduation from the University in Jammu and Kashmir, the respondents be directed to ignore the minimum percentage in the graduation. Prayer has also been made in some of the petitions that Vidhyarthi Mitra and Serva Shiksha Karmik (CRCF) may not be compelled to qualify the Teacher Eligibility Test (hereinafter referred to as “the TET”).

जयपुर तृतीय श्रेणी शिक्षक भर्ती परीक्षा-2013 में लापरवाही के रिकॉर्ड बनना जारी हैं। पहले प्रश्नपत्रों में गड़बड़ी, फिर उत्तरकुंजी में खामियां और अब कटऑफ सूची में भी लापरवाही सामने आ रही है।

भर्ती परीक्षा में लंबे समय बाद अब कटऑफ सूची जारी हुई थी तो अभ्यर्थियों को उम्मीद बंधी कि उनकी नौकरी लगेगी। अब शनिवार से फिर से कई जिलों की कटऑफ सूचियों में संशोधन हुए हैं, जिससे अभ्यर्थी सकते में हैं। कुछ जिलों में तो नई संशोधित सूची गुपचुप जारी कर दी गई, जिससे अंकों में भारी फेरबदल सामने आ रहा है।

अब अभ्यर्थियों की चिंता यह है कि आखिर दस्तावेज सत्यापन कौन की कटऑफ लिस्ट वाले कराएं। दोनों ही कटऑफ लिस्ट वाले छात्र सोमवार से सत्यापन के लिए पहुंचेंगे।

बीएसटीसी शिक्षक संघ के अध्यक्ष उपेन यादव ने बताया कि मामले में गड़बड़ी सामने आ रही है। जिला परिषदों में गड़बड़ी हुई है इसकी मुख्यमंत्री से शिकायत होगी।

60 प्रतिशत से कम अंक वालों में रोष
शिक्षक भर्ती परीक्षा में फिलहाल उन्हीं अभ्यर्थियों की नियुक्ति प्रक्रिया चल रही है जिनके टेट में 60 प्रतिशत या इससे अधिक अंक हैं। कटऑफ सूची के दायरे में आ रहे टेट में 60 प्रतिशत से कम अंक वाले अभ्यर्थी में रोष है। अभ्यर्थियों ने शनिवार को राजधानी में प्रदर्शन किया था।

आज-कल होगी दस्तावेजों की जांच

जयपुर|दस्तावेजजांच से पहले कई जिलों में तृतीय श्रेणी शिक्षक भर्ती परीक्षा की कटऑफ में संशोधन हुआ है। इससे अभ्यर्थी परेशान हो गए हैं। इस परीक्षा की मेरिट में आने वालों के दस्तावेजों के सत्यापन का काम सोमवार मंगलवार को किया जाएगा।

जिला परिषदों में 24 फरवरी को कटऑफ जारी हुई थी, लेकिन अब 27 28 फरवरी को एक बार फिर संशोधित कटऑफ जारी हुई है। जालौर, धौलपुर, बीकानेर अलवर की कटऑफ में संशोधन होने से कई अभ्यर्थी नए शामिल हो गए हैं और कई स्थानों पर पहली कटऑफ में शामिल अभ्यर्थी बाहर हो गए। आरटेट में 60 फीसदी या अधिक अंक प्राप्त करने वाले प्रथम स्तर के अभ्यर्थियों के दस्तावेज सत्यापन 2 मार्च एवं द्वितीय स्तर के अभ्यर्थियों के दस्तावेज सत्यापन 3 मार्च को संबंधित जिला परिषद कार्यालयों में किया जाएगा। वरीयतानुसार डेढ़ गुणा अभ्यर्थियों को दस्तावेज सत्यापन के लिए बुलाया जाएगा। दस्तावेज सत्यापन के पश्चात 16 मार्च तक पात्र सफल अभ्यर्थियों के नाम पंचायत समितियों को नियुक्ति हेतु भेज दिए जाएंगे। चयनित अभ्यर्थियों का पदस्थापन कर उन्हें 15 अप्रैल तक कार्यग्रहण करने का निर्देशित कर दिया जाएगा। 20 हजार पदों के लिए परीक्षा 11 अक्टूबर 2013 को आयोजित की गई थी।

पंचायतीराज विभाग के डिप्टी सेक्रेटरी (ट्रेनिंग) पोकरमल का कहना है कि कुछ जिलों में संशोधित कटऑफ जारी हुई है। वहां डेढ़ गुणा अभ्यर्थियों को बुलाने की गणना सही तरीके से नहीं की गई। इससे कोई फर्क नहीं पड़ेगा। क्योंकि दस्तावेज जांच के बाद ही आगे की प्रक्रिया शुरू होगी।

जिलापरिषद द्वारा तृतीय श्रेणी शिक्षक भर्ती के लिए अभ्यर्थियों को सोमवार मंगलवार को दस्तावेज सत्यापन के लिए बुलाया गया है। जिला परिषद सीईओ आशुतोष गुप्ता ने बताया कि भर्ती परीक्षा के लिए प्रथम लेवल के 138 द्वितीय लेवल के 255 पदों के लिए डेढ़ गुना अभ्यर्थियों को दस्तावेज सत्यापन के लिए बुलाया गया है। दस्तावेज सत्यापन के लिए बालिया स्कूल में सेंटर बनाया गया है। साथ ही दस्तावेज सत्यापन के लिए सात टीमों का गठन किया गया है।

अभ्यर्थियोंको 12 मार्च को एक और मौका

जिलापरिषद द्वारा अक्टूबर 2013 में आयोजित तृतीय श्रेणी शिक्षक भर्ती परीक्षा के डेढ़ गुना अभ्यर्थी जो 2 3 मार्च को दस्तावेज सत्यापन नहीं करवा सकेंगे। उन अभ्यर्थियों को 12 मार्च को दस्तावेज सत्यापन के एक ओर मौका दिया जाएगा। अभ्यर्थियों को दस्तावेज सत्यापन के लिए 10 से लगाकर उच्च शैक्षणिक योग्यता के प्रमाण पत्रों की सत्यापित कॉपियां साथ लानी होंगी। साथ सभी सहशैक्षणिक गतिविधियों के प्रमाण पत्रों की सत्यापित कॉपी लानी होगी। इसके साथ मूल दस्तावेज साथ में रखना आवश्यक होगा। जिन अभ्यर्थियों के आरटेट में 60 प्रतिशत से ज्यादा अंक प्राप्त किए हैं, दस्तावेज सत्यापन उनका ही होगा।

अंतिम कटऑफ मार्च अंत तक होगी जारी

जिलापरिषद सीईओ आशुतोष गुप्ता ने बताया कि दस्तावेज सत्यापन होने के बाद मार्च के अंत तक अंतिम कटऑफ जारी की जाएगी। इसके बाद जिला स्थापना समिति द्वारा सफल अभ्यर्थियों को पंचायत समितियों का आवंटन किया जाएगा।
